March of Dimes Birth Defects Foundation

The March of Dimes Birth Defects Foundation improves the health of babies by preventing birth defects, premature birth and infant mortality. They carry out this mission through research, community services, education and advocacy to save babies' lives.

  • Medicaid Waivers

    North Carolina offers five waivers for people with I/DD through the North Carolina Division of Medical Assistance, under the Department of Health and Human Services.

    Currently, there are over 10,000 people on a waiting list to receive a Medicaid waiver for supports and services, but we still encourage people with I/DD, families and guardians to apply for the services and supports they need.

    The Council, advocates, people with disabilities and families are working to reduce the waiting lists to let people with I/DD get the waivers they need for appropriate services and supports.

    The following Medicaid waivers are offered in North Carolina:

    NC Comprehensive Waiver: The Comprehensive Waiver provides adult day health, day supports, personal care, residential supports, respite, supported employment, behavior consultant, community transition, crisis respite, crisis services, home and community supports, home modifications, individual caregiver training and education, individual goods and services (self-direction only), long term vocational supports, Personal Emergency Response Service (PERS), specialized consultative services, specialized equipment and supplies, transportation, vehicle adaptations for individuals w/autism, DD, IID. Ages 0 – no max age.

    NC Supports Waiver: The NC Supports Waiver provides adult day health, day supports, home and community supports, personal care, respite, supported employment, behavior consultation, crisis respite, crisis services, home modifications, individual and caregiver training, individual goods and services (SD only), long term vocational supports, Personal Emergency Response Service (PERS), specialized consultative services, specialized equipment and supplies, transportation, vehicle adaptation for individuals w/autism, DD, IID.

    NC 2008 CAP/DA (Community Alternatives Program for Disabled Adults):
    The CAP/DA Waiver provides adult day health, case management, institutional respite, personal care aide, care advisor, financial management services (FMS), personal assistance, assistive technology, community transition, home accessibility and adaptations, meal preparation and delivery, non-institutional respite, participant goods and services, Personal Emergency Response Service (PERS), specialized medical equipment supplies-nutritional supplements, specialized medical equipment supplies-reusable incontinence supplies, specialized medical equipment supplies-medication dispensing boxes, training/education and consultative services for aged individuals 65 yrs - no max age, disabled other and physically disabled ages 18-64. Ages 18 – 64 with physical disabilities; aged individuals 65 – no max age; and other disabilities.

    NC Community Alternatives Program for Children: The CAP/C provides personal care services in-home respite care, CAP/C personal care, case management, care advisor, financial management, CAP/C nursing services, CAP/C pediatric nurse aide in-home respite care, CAP/C pediatric nurse aide services, caregiver training and education, community transition funding, home modifications, in-home nurse respite, institutional respite, motor vehicle modifications, palliative care-counseling and bereavement counseling, palliative care-expressive therapies, personal assistant, waiver supplies-adaptive tricycle, waiver supplies-re-usable incontinence undergarments, waiver supply-disposable liners for reusable incontinence undergarments. Medically fragile individuals between Ages 0 – 20.

    NC Innovations Waiver: The NC Innovations Waiver provides day supports, personal care, residential supports, respite, supported employment, assistive technology, community guide, community networking, community transition, crisis services, financial support services, home modifications, in home intensive support, in home skill building, individual good and services, natural supports education, specialized consultation, vehicle modifications for individual with IID and DD. Ages 0 - no max.

    Medicaid: A Self-Advocate's Guide

    Medicaid is the biggest health care program in the country. But a lot of the information out there about Medicaid and attempts to change it can be difficult to understand and navigate. Theis Medicaid toolkit is available in both Easy Read and Plain Text versions. The Easy Read version uses pictures along with text, and has more white space. Both are written in easy-to-understand language and are screenreader-friendly.

    Money Follows The Person

    Money Follows the Person is a state demonstration project that assists Medicaid-eligible North Carolinians who live in inpatient facilities to move into their own homes and communities with supports. Under the project, a growing number of North Carolinians are able to transition out of long-term, institutional settings and return to their homes and communities.
